EDUCATION CS PROF MAGOHA PUNISHED

The Public Service Commission (PSC) has taken the unprecedented step of stripping Cabinet Secretary George Magoha of his powers to manage the human resource functions of the ministry.

The order comes into effect immediately. This comes few days after Kenyans were shocked with the viral video of the CS insulting County Director of Education Gitonga Mbaka.

In a circular released on Friday, November 13, PSC Chairman Stephen Kirogo assigned all human resource matters in the education ministry to the Principal Secretary for Early Learning and Basic Education Richard Belio Kipsang.

Until further instructions, Belio Kipsang will be performing all duties related to human resource.

Kirogo noted that the decision has been reached in an effort to protect public servants from unwarranted attacks.

He warned those who are delegated to execute such functions to foster public confidence and maintain the integrity and dignity while doing public service.

“The purpose of this general letter is to inform you that in view of the recent incident in the Ministry of Education relating to the role of the Authorized Officer, the Commission has in the meantime withdrawn the delegation of its powers and functions from the Cabinet Secretary, Prof. George A. O. Magoha, CBS and delegated the said powers to the Principal Secretary for Early Learning and Basic Education, Dr. Richard Belio Kipsang, CBS with immediate effect,”the circular reads in part.

The Commission also called upon Authorized Officers to act in a manner that is consistent with provisions of the Constitution, applicable statutory requirements, regulations and guidelines.

In the video that set into motion this turn of events, the CS was seen reprimanding Mbaka in unprofessional manner.

“I am not talking about a report, I am talking about what is here on the ground. If I say you are a fool would I be lying” Magoha said while dismissing the old man.
