Reason Revealed why Ruto Stripped Owalo ICT Ministry Spokesperson Office

President William Ruto has moved the Office of Government Spokesperson from the Ministry of Information, Communication and the Digital Economy.

In the President’s Executive Order Number 2 of 2023, the Head of State said the Office of the Government Spokesperson will be domiciled under the Executive Office of the President.

State House Chief of Staff and Head of Public Service Felix Koskei, in a statement on Thursday, November 2, said the Executive Order codifies various changes that had been made by the Head of State and Government to the structure of the government on October 4.

The changes included the reorganization of ministerial portfolios, mandate changes, state appointments, and the re-assignment of state officers serving in the senior ranks of the Executive and the national security organs.

“Executive Order No. 2 of 2023 also incorporates into the organization of Kenya’s governance structure changes occasioned by new laws enacted by Parliament,” Koskei said.

“Executive Order No. 2 of 2023 supersedes Executive Order No. 1 of 2023 issued on 6th of January, 2023.”In the changes announced last month, President Ruto named former nominated Senator Isaac Mwaura as Government Spokesperson.

President Ruto also picked Mwanaisha Chidzuga and Gabriel Muthuma to deputise Mwaura.Mwaura took over from Cyrus Oguna who resigned in October 2022, to take up the position of Chief of Staff in Siaya County government.

Other officers working under the Executive Office of the President are Chief of Staff and Head of the Public Service Isaac Koskei his deputy Josphat Nanok, Statehouse Spokesperson Hussein Mohamed and President’s Council of Economic Advisors led by David Ndii.

Others are Secretary to the Cabinet; State House Comptroller, President’s Strategy and Execution Office, Secretary to the National Security Council and National Security Advisor, Office of the Women Rights Advisor, Office of the Council of Climate Change Advisor, the Private Secretary to the President, Office of Fiscal Affairs and Budget Policy and Office of the Economic Transformation.

The Minorities and Marginalized Affairs Unit and Head of the Presidential Communication Service also fall under the Executive Office of the President.
