Ruto’s Close Ally Reveals Another Cabinet Reshufling is Coming

On Sunday, National Assembly Majority Whip, Silvanus Osoro, shed light on President William Ruto’s recent cabinet reshuffle, emphasizing that it was driven by the ability of Cabinet Secretaries (CSs) to manage their workload and excel in their respective roles.

During a speech in Thika on Saturday, the South Mugirango MP underscored that the reassignment of some CSs to different ministries did not reflect their competence. Instead, these changes were tailored to match each CS’s capacity.

Osoro drew a parallel to the world of football to drive his point home. He explained that, much like coaches shifting players’ positions on the field to optimize their performance and achieve a positive outcome, the government had reorganized the cabinet to ensure the best results.

In essence, President Ruto’s cabinet reshuffle was a strategic maneuver aimed at aligning the skills and abilities of CSs with the demands of their respective portfolios, with the ultimate goal of enhancing efficiency and effectiveness within the government.

“There are those who are added workload and there are those whose workloads are reduced. If you remember, during the signing of the performance contracts the President stated some CSs and PSs did not know what was happening in their ministries. It was not about incompetence but capacity,” the South Mugirango MP stated.

Osoro further dismissed speculation on a fallout within the ruling party, maintaining that the Head of State has the liberty to make changes in his administration as he deems fit.

The Majority Whip was referring to reports alleging that the Mt Kenya wing of the Kenya Kwanza Coalition was unhappy with the changes.

Osoro further said that the President will make more changes by the end of the year given that the President is keen on service delivery.

“Before December there will be new reshuffles because competence and incompetence are now evident,” he stated.

Ruto reshuffled his cabinet on October 4 with notable names being transferred to other ministries. For instance, Moses Kuria was moved from the Trade docket to Public Service.

Former Machakos governor Alfred Mutua was moved to the Tourism docket from the Ministry of Foreign Affairs. Mutua’s foreign affairs duties were assigned to Prime CS Musalia Mudavadi.

Taking over from Moses Kuria at the Trade docket is Rebecca Miano who left the East African Community Ministry to Peninah Malonza who was previously in charge of Tourism and Wildlife.

Alice Wahome was moved from the Water and Sanitation docket and was reassigned to the Lands docket while Zachariah Njeru, formerly at Lands took over at Maji House.
