Govt Rolls Out New Challenging Rule to Airbnb Owners

Kisumu City is taking decisive steps to regulate its burgeoning short-term rental sector following concerns about criminal activities within these properties. City Manager Abala Wanga issued a notice, urging operators to register their businesses within three weeks.

Wanga expressed dismay over incidents during the December holidays, where young girls were lured into fully furnished apartments for parties, leading to non-consensual sexual activities facilitated by intoxicants and drugs.

The gravity of the situation is underscored by the case of a girl who sustained injuries while attempting to escape, now grappling with mental instability due to the traumatic experience.

Wanga emphasized the misuse of Airbnb properties, originally intended for family holidays and hotel-like accommodation, for criminal exploits, sexual orgies, and parties, particularly endangering the lives of young women in colleges and universities.

In response to these concerns, the city manager has called upon all short-term rental operators in the region to register their businesses with the city management. This registration process aims to gather comprehensive details about the properties, including location, capacity, facilities, and security measures implemented.

Furthermore, operators will need to obtain a one-year operating license from the Kisumu County government, subject to renewal based on periodic inspections to ensure compliance with city regulations.

Adherence to rules and guidelines laid down by the city management is imperative, according to Wanga. These guidelines encompass maintaining impeccable hygiene standards, prompt reporting of incidents, and full cooperation with authorities.

To enforce compliance, the city management plans to conduct spot checks on registered properties. Failure to comply with the regulations will result in the closure of non-compliant Airbnb properties and the initiation of legal action against operators, Wanga warned.
