Treasury projects Ksh5.4 trillion national budget for 2027/2028 financial year

National Treasury Cabinet Secretary John Mbadi has projected a Ksh5.4 trillion budget for the 2027/2028 financial year, representing an increase from the current Ksh4.8 trillion budget.

Speaking during the NCBA Bank 2026 Kenya’s Outlook in Nairobi on Tuesday, November 3, 2026, Mbadi said the proposed budget would be supported by revenue projections of slightly below Ksh4 trillion.

“For the financial year 2027/2028, we are planning a budget of about Ksh5.4 trillion, with revenue projected at just under Ksh4 trillion,” Mbadi said.

The Treasury CS projected a fiscal deficit of 5.9 per cent of the Gross Domestic Product (GDP), noting that his team was working towards reducing the figure further while making provisions for pending bills and priority government programmes.

“The fiscal deficit is projected at 5.9 per cent of GDP, but I am still working with my team even further down below 5.9 per cent as we provide for pending bills and priority programmes before declining steadily to 4.6 per cent by the financial year 2029/2030,” he stated.

Mbadi said the government had identified five key areas it would focus on to safeguard the country’s economic gains and strengthen public finances.

The first priority involves broadening the tax base without increasing existing tax rates.

According to Mbadi, the Treasury intends to rely on data, technology, improved compliance and administrative reforms to enhance revenue collection.

“One, broadening the tax base but not raising tax rates. Through data, technology and better compliance, administrative reforms, some of which will start taking effect from January next year,” he explained.

The second priority involves improving public expenditure by ensuring the government spends within its means.

Mbadi said the Treasury would embrace zero-based budgeting as part of efforts to improve resource allocation and ensure government spending is directed towards priority programmes.

The National Treasury has set November 16, 2026, as the deadline for submitting Kenya’s 2027 Budget Policy Statement to Parliament, bringing forward the budget process ahead of the August 2027 General Election.

Treasury Cabinet Secretary John Mbadi said in a notice on Tuesday, November 3, 2026, that the revised calendar was intended to accommodate the upcoming elections and allow the government to prepare the 2027/28 financial year budget earlier.

“In view of the revised budget calendar to accommodate the General Elections scheduled for August 2027, the 2027 BPS will be submitted to Parliament by 16th November 2026,” Mbadi said in a public notice.

Alison Hammond has opened up about her "easy" method for avoiding weight gain on the set of The Great British Bake Off. Alison has been at the centre of countless headlines for her incredible weight loss journey in recent years, with the much-loved This Morning star shedding 11 stone over the past five years.

At her heaviest, Alison tipped the scales at 28 stone, but a combination of dietary changes and regular personal training sessions have helped her slim down to between 15 and 17 stone.

Alison recently returned to her role on Bake Off alongside fellow host Noel Fielding and judges Paul Hollywood and Nigella Lawson. But with all those delicious bakes within easy reach, how does she avoid gaining weight?

Well, Alison disclosed that she's a fan of Pilates and boxing and will, at times, take in an early-morning circuit in the gym. She even works out on the set of Bake Off, with her personal trainer crafting a 20-minute weights workout that Alison can do in her downtime.

She told Heat magazine: "My trainer's given me something I can do when I'm away and I can't see him. I'll do stretches, squats, weights – something for every body area. It's easy to fit in."

The star added: "I just like to get out of breath. I love to sweat. I love the feeling afterwards."

Alison previously revealed that she decided to address her weight after receiving a worrying pre-diabetes diagnosis. Her late mum, Maria, who had type 2 diabetes, also urged Alison to do something about her weight shortly before she died in 2020.

She explained on This Morning: "I'll never forget when my mum was really ill in hospital. She looked at me – she's never commented on my weight my whole life – and she said, 'Alison, don't end up like me; try and sort out your weight.'"

In the past, Alison stated that she hadn't used weight loss jabs to shift the pounds. Instead, Alison said she opted for a "cutting back, not cutting out" method, focusing on building healthier eating habits.

One of the ways she approached this was by reducing sugar intake and prioritising portion control. Meanwhile, Alison embarked on a fitness regimen that saw her working out up to four times each week.

She focused on strength training and Reformer Pilates, rather than intense cardio, and managed to reverse her pre-diabetes.

In October last year, Alison addressed weight loss jabs, telling Richard Eden of the Daily Mail at the Women of the Year awards: "It worries me that the jab keeps getting brought up. Every single time I have a conversation in public, that is the question thrown at me."

Alison, who said she had "absolutely not" used them, added: "I don't like the fact that you have to say: 'Oh, no, I wouldn't have the jab ever'. Maybe next year. Do you know what? I might start jabbing up. What does it matter how people lose weight?"

Alison also challenged any possible critics: "Would you rather me die from being obese?"
