Telecommunication companies, including Safaricom, Airtel, and Telkom Kenya, will pay billions of shillings upfront for radio frequency rights if Parliament approves a proposal by the ICT Ministry to scrap the decade-long instalment option.

The ministry proposes changes to the Kenya Information and Communication Act, which would remove provisions enacted in 2019 that allowed piecemeal payment of spectrum licence fees exceeding Sh1 billion over a period of up to 10 years.
