The team will also review and recommend legislation to facilitate amalgamation of HELB, TVET and University Funding Boards with a view of harmonizing and merging all tertiary education funding entities.

President William Ruto has appointed a 42-member taskforce to evaluate the country’s Education system and come up with recommendations, key among them an appropriate structure to implement the Competency Based Curriculum (CBC).

In a Gazette Notice dated September 30, 2022, President Ruto said the Working Party on Education Reform will work for a six-month period and will be required to submit to him a progress report every two months from the date of their appointment.

The team, which will be chaired Prof. Raphael Munavu, comprises of among others globally celebrated Kenyan teacher Peter Tabichi, Mutheu Kasanga, who was part of the CBC task force as well as Prof Collins Odete among others.

The task force, which has also been assigned 7 secretaries, will study all laws governing the basic education subsector and make recommendations for review of the legislations with a view to addressing “duplication, ambiguities, efficiency, constraints and improving linkages.”

During the campaign period, Ruto promised that the Competency-Based Curriculum would need to be reviewed to accommodate concerns from parents, teachers as well as stakeholders in the Education sector.


Still, on basic education, the team will be required to study, assess and make recommendations on “the conceptualization and implementation of key tenets guiding the competency-based approach including but not limited to value-based education, community service learning, parental empowerment and engagement.”

They will also assess and come up with a framework for assessment and examination, quality assurance, teacher education and training as well as teacher deployment.

The Working Party on Education Reform has also been tasked to look into issues surrounding tertiary and university education. This included “ to review and recommend a governance and financing framework for TVET training and development, university education, research and training.”

The team will also review and recommend legislation to facilitate amalgamation of HELB, TVET and University Funding Boards with a view of harmonizing and merging all tertiary education funding entities.

They wil further be required to invite and consider views from sector stakeholders and members of the public; hold such number of meetings in the places and at such times as it shall consider necessary for the proper discharge of its functions.

Expenses incurred by the working party will be funded by the Ministry of Education.

“The costs incurred by the Working Party shall be defrayed from the voted funds of the Ministry of Education or such grants or donations as may be secured from Development Partners,” reads the notice.

The Ministry of Education has been directed to provide the task force with a Secretariat that will provide appropriate background briefing to it and prepare reports of the Working Party and disseminate any information deemed relevant to the Working Party.
